Booth-Level Management: Where Indian Elections Are Really Won

Speeches win headlines. Booths win elections. Every one of Andhra Pradesh's 46,000-plus polling stations is its own small campaign.

In 2024, Andhra Pradesh went to the polls with 4.14 crore electors voting across 46,389 polling stations. Each of those booths is, in effect, its own small election. The party that organises best at that level, consistently and over years, usually has the edge, whatever happens on stage.

What booth-level management means

At its simplest, it means having a small, trained, motivated team responsible for every voter in a booth's roll. That team:

  • knows the households on the roll and keeps contact with them over time;
  • passes local issues and feedback upward;
  • explains the party's programme at the doorstep;
  • on polling day, makes sure supporters know where and when to vote, and helps the elderly or unwell.

How campaigns have structured it

In the 2019 YSRCP campaign, booth committees were formed with one convener and ten workers each, coordinated with the I-PAC team. In 2024, the "Memu Siddham, Maa Booth Siddham" programme set up a trained team at each of roughly 50,000 booths, with 20 Gruha Sarathis (volunteers) and four committee members per booth, according to Mint.

Every major party in India now invests in booth-level structures, because they work.

Lessons from the ground

  1. Start early. Booth committees formed three months before polling are names on paper. Committees formed three years earlier are relationships.
  2. Small is strong. A team of ten that knows its households beats a team of fifty that doesn't.
  3. Train people. Volunteers need to know the electoral roll, the rules and how to explain the programme. They need to know what they must not do as well.
  4. Data, used carefully. Booth-level information must be accurate and handled responsibly. People's trust depends on it.
  5. Feedback both ways. A booth team that only receives instructions loses interest. One whose feedback reaches decisions stays engaged.
  6. Respect the rules. Booth work happens under the Model Code of Conduct and electoral law. Discipline protects both the voters and the campaign.

Why it matters beyond elections

A good booth network is a community network. The same people who know every household can carry public information in a health emergency or a flood. In its best form, booth-level organisation is simply democracy done door by door.
