Door to Door: What Gadapa Gadapaku and Aarogya Suraksha Taught Me About Outreach

Visiting every household in a state is the most demanding form of communication there is. It is also the most honest, because people tell you exactly what is not working.

After 2019 the question changed. During the padayatra and the election, the work was about asking people for their trust. Afterwards it was about showing them what had been done with it, and hearing where it had fallen short. Two programmes from that period taught me the most about outreach at scale. I coordinated campaign and outreach activity around both.

Gadapa Gadapaku Mana Prabhutvam (2022)

The name means roughly "our government at every doorstep". It was launched on 11 May 2022 in all 26 districts of Andhra Pradesh, to mark three years of the government, and was planned to run for about nine months. MLAs were asked to visit every household in their constituency, together with local representatives and officials, carrying booklets on the schemes of the previous three years. The government's stated aims were threefold. Make people aware of the schemes. Make sure no eligible person had been missed. Collect feedback to improve delivery.

From the execution side, I learned three things.

Scheduling is the whole game. Visiting every household in a constituency takes months. The visits had to be planned village by village and ward by ward around local secretariats, and the plan had to absorb weather, festivals and the daily realities of a legislator's calendar.

Preparation before the knock. A visit goes far better when the household already knows it is coming, and when the visiting team already knows which schemes that household receives.

Feedback only matters if it travels. Door-to-door programmes collect complaints by the thousand. The real test is whether a pension issue raised at a doorstep in May has been resolved by July.

Jagananna Aarogya Suraksha (2023)

This was a different kind of outreach: a government health programme. It was launched on 29 September 2023, and free health camps began the next day through 10,032 village clinics and 542 urban health centres, running for about 45 days. The design had five phases:

  1. A door-to-door awareness visit.
  2. Household screening with basic diagnostic tests.
  3. A reminder visit a few days before the camp.
  4. The camp itself, with specialist doctors.
  5. Follow-up for chronic patients through the Aarogyasri network.

By 29 October 2023 the health department reported 11,208 camps and 46.31 lakh outpatient services.

The doctors, nurses, ASHA workers and volunteers who ran those camps deserve the credit for the medical work. What interested me from a communication point of view was the design. People were told three times before anything was asked of them. That is the opposite of how most campaigns work, and I believe it is a big part of why so many people came.

What door-to-door teaches that rallies cannot

A rally of lakhs shows energy. A doorstep shows reality. At a doorstep people tell you exactly what has not worked: the scheme that did not arrive, the document that was rejected, the road that was promised. You cannot argue with that, and you should not try. You write it down and you follow up.

The same is true in business. Customer visits, support calls and field sales are the doorstep. Any organisation that only listens to its own events and dashboards will eventually be surprised, as many governments and campaigns across India have been.
