The UAE Golden Visa for Entrepreneurs: Who Qualifies and Whether It Matters

The Golden Visa is one of the UAE's most talked-about policies. What the entrepreneur and investor routes require, what the visa does and does not give you, and how it fits a business plan.

Few UAE policies generate as many questions from Indian founders as the Golden Visa. It is often discussed as a status symbol. I think it is more useful to see it as what it is: a long-term residency tool that can make a UAE business plan more stable, if your situation fits one of its categories.

Here is what the official sources say, and how I would think about it strategically.

What the Golden Visa offers

According to the UAE Government portal, the Golden Visa is a long-term residence visa that offers:

  • a renewable residence visa valid for 5 or 10 years, depending on category
  • no need for a sponsor
  • the ability to stay outside the UAE for longer than the usual six months without losing residency
  • the ability to sponsor family members

For a founder, the practical value is stability: you are not tied to a single employer or company licence for your right to live in the country.

The entrepreneur route

The ICP Golden Residency guide and the Ministry of Economy and Tourism set out the main entrepreneur pathways. An applicant should meet one of the following:

  1. Own or be a partner in a UAE-registered SME in an approved field, with annual revenue of at least AED 1 million.
  2. Obtain approval of a venture idea from an accredited business incubator, the Ministry of Economy, or a relevant local authority.
  3. Have founded one or more ventures that were sold for a total of at least AED 7 million.

Health insurance for the applicant and family is also required. In Dubai, the GDRFA describes an entrepreneur route that requires a nomination letter from the Dubai Future Authority for innovative, future-focused projects.

Note that official sources describe the duration differently: the ICP guide lists 10 years for entrepreneurs, while the federal portal's summary table lists 5 years for the entrepreneur category. Durations can depend on the specific route and emirate, so confirm with the issuing authority.

The investor route

According to ICP, investor pathways include:

  • a deposit of at least AED 2 million with an investment fund or national bank
  • establishing a company with capital of at least AED 2 million, or holding a partnership share of at least that amount
  • owning a company, or a share of one, that pays at least AED 250,000 a year in federal taxes
  • owning UAE real estate worth at least AED 2 million, including some off-plan purchases from approved developers

The invested capital must generally be the investor's own and not borrowed, except where property financing from an approved local bank is permitted.

What the Golden Visa does not do

It is worth being precise:

  • It does not make you tax-resident anywhere automatically. Tax residence depends on each country's tax laws and the India–UAE tax treaty. A visa alone does not change your Indian tax position.
  • It does not license a business. You still need a trade licence for your activity.
  • It does not replace commercial credibility. Customers and investors care about your business, not your visa.

How I would think about it as a founder

Treat it as an outcome, not a goal

The entrepreneur route rewards real activity: a UAE company with meaningful revenue, or a venture endorsed by a credible incubator or authority. If you build a genuine business there, you may qualify along the way. Structuring your whole expansion around getting the visa usually puts things in the wrong order.

Use it for stability and planning

If you are relocating with family, planning a multi-year presence, or building a regional business from the UAE, long-term residency reduces risk and administrative friction. It also signals commitment to local partners.

Coordinate with your Indian position

If you are an Indian resident today, think about how relocation affects your tax residence, your Indian company's governance and your overseas investment compliance. See setting up a business in Dubai as an Indian founder.

Where it fits in a UAE strategy

In my view, the right sequence for most founders is:

  1. Validate the UAE opportunity. See how Indian startups can expand to the UAE.
  2. Set up the right structure and start trading.
  3. Build revenue, substance and local relationships.
  4. Apply for long-term residency when you qualify, if it serves your plans.

My view

The Golden Visa is one of the clearest signals of the UAE's strategy: to attract and keep entrepreneurs, investors and talent for the long term. For founders who are serious about building in the country, it can be genuinely useful. But it is the result of commitment to a market, not a substitute for it.

FAQ

Frequently Asked Questions

A long-term, renewable residence visa, typically valid for 5 or 10 years depending on the category, that does not require a sponsor and allows holders to sponsor family members and stay outside the UAE for longer than a standard residence visa allows.
How can an entrepreneur qualify for the UAE Golden Visa?
According to the UAE's identity and residency authority (ICP), routes include owning or being a partner in a UAE-registered SME in an approved field with annual revenue of at least AED 1 million, obtaining approval of a venture idea from an accredited incubator or relevant authority, or having founded ventures previously sold for at least AED 7 million. Requirements can vary by emirate.
What are the investor requirements?
Routes include at least AED 2 million in public investment (for example a deposit, company capital or partnership share), owning a company that pays at least AED 250,000 a year in federal taxes, or owning UAE property worth at least AED 2 million.
Does a Golden Visa reduce my tax in India?
Not by itself. Tax residence depends on each country's tax laws and any applicable tax treaty, not on holding a residence visa. Take qualified advice in both countries.
